P.A.C.E.
The P.A.C.E. framework is the operating philosophy of the administration, designed to modernize governance, enhance civic engagement, and deliver measurable results for Pine Hills.
Administration Goals (2026–2027)
These goals are rooted in the P.A.C.E. principles and aligned with Pine Hills’ core priorities: infrastructure, transportation, safety, and civic renewal.
Objective 1.1: Digital Accessibility and Transparency
Action: Launch the PHCC Digital Hub, a centralized, mobile-first online platform for meeting minutes, financial documents, and project trackers, housed on the PHCC website.
Measurable Result: Increase digital engagement and website traffic by 30% and achieve 100% digital accessibility for all council documents.
Objective 1.2: Youth Engagement and Leadership Pipeline
Action: Establish a formal Youth & Emerging Leaders program to prepare the next generation of council leaders and actively integrate youth, Gen Z, and emerging voices into council committees.
Measurable Result: Increase non-senior resident membership by 15% and integrate youth input into 20% of standing committee agendas during the administration.
Objective 2.1: Securing Commitment for Infrastructure and Safety
Action: Systematically collaborate with Orange County officials to secure dedicated funding and firm timelines for at least two of the three stated priorities: infrastructure improvements, multi-modal transportation, and increased pedestrian safety.
Measurable Result: Publish a clear, publicly recognized timeline for 100% of priority list items and secure formal financial commitments for at least one major project.
Objective 2.2: Establishing Accountability via the Scorecard
Action: Create and publish the Clean, Safe, & Prosperous Scorecard, a public quarterly report card tracking key metrics like project completion rates, code enforcement response, and safety data.
Measurable Result: Publish the scorecard quarterly and demonstrate measurable improvement in key safety and cleanliness metrics within 18 months.
Objective 3.1: Achieving Transparency Excellence
Action: Upgrade the council’s current Silver Transparency rating from Candid/GuideStar by demonstrating superior financial practices and public accountability.
Measurable Result: Achieve Gold or Platinum Transparency within the first five months of the administration.
Objective 3.2: Expanding the Collaboration Network
Action: Actively engage and formalize partnerships with key civic, educational, and business organizations to expand the council’s capacity for collective action.
Measurable Result: Recruit and formalize partnerships with at least five new key civic organizations or local businesses, representing a 20% expansion of the current network.
