Since 1972, the Pine Hills Community Council has been the voice, backbone, and heart of Pine Hills, advocating for 85,000+ residents across the unincorporated community of Orange County, Florida.

The Council assumes the responsibility of acting as a coordinating agency and serves as an advocate for its community membership in civic, social, economic, cultural, political, and citizenship needs and matters.

Our Story

How We Started

The Pine Hills Community Council has been at the center of community life for more than five decades, born from the grassroots determination of Pine Hills residents to shape their own future.

1972

Pine Hills Women’s Club Establishes PHCC

In 1972, the Pine Hills Women’s Club established the Pine Hills Community Council, Inc., a 501(c)(4) nonprofit organization. The Council became a catalyst for convening civic groups, churches, and neighborhood representatives to address community-wide issues.

1972

Election of the Council’s First President

William “Bill” Arthur Farmer was elected as the Council’s first Chair and President. Early priorities included establishing a neighborhood post office box, creating sewerage policy, and assisting Orange County with the development of a park on Lake Lawne, now Gordon Barnett Park.

1976

Official Incorporation

In 1976, PHCC received its official incorporation with the State of Florida, formalizing its standing as the leading civic organization for Pine Hills.

1976–2024

Long-Term Development Within Pine Hills

PHCC has driven tens of millions of dollars in economic impact while serving as the leading civic voice for Pine Hills, supporting major public investments, community safety efforts, beautification, scholarships, civic engagement, and development initiatives.

2025

Over 53 Years Strong

In 2025, PHCC maintained its community engagement for more than 53 years, including renewed discussions on incorporation, revitalization, and public safety.

2026

A New Generation of Leadership

In 2026, PHCC elected its youngest and first Generation Z president, Julien Serrano-O’Neil.
