The Next Era of the Pine Hills Community Council Begins with Historic Leadership and a Clear Vision for Progress

The Pine Hills Community Council, Inc. officially ushered in a new chapter of leadership following its 2026 Open House and Oath of Office Installation Ceremony, marking a historic moment for the organization and the broader Pine Hills community.

On January 6, 2026, Julien Serrano-O’Neil, ACNP, was formally installed as President of the Pine Hills Community Council, becoming the youngest president and the first member of Generation Z to lead the Council in its 54-year history. More than 240 residents, community partners, elected officials, and supporters gathered to witness the transition and celebrate a renewed commitment to civic leadership, transparency, and community-driven progress.

The Oath of Office was administered by RaShon Young, State Representative for Florida House District 40, underscoring a powerful moment of emerging leadership and intergenerational collaboration in public service.

A New Board, United in Service

The ceremony also marked the official installation of the 2026 Board of Directors, a diverse and experienced group of leaders committed to advancing Pine Hills through advocacy, partnership, and accountability. The newly installed Board includes:

In his remarks, President Serrano-O’Neil expressed gratitude to Dr. Nichols for her steady leadership and service during a critical period of growth and transition, as well as appreciation for the outgoing Board members whose work helped sustain the Council’s momentum.

“I am honored to collaborate with such a dedicated and diverse group of leaders,” Serrano-O’Neil said. “Together, we are committed to strengthening trust, expanding participation, and delivering results that matter to the people of Pine Hills.”

Community-Powered Leadership

The evening reflected the Council’s longstanding tradition of partnership and community support. The event was made possible through generous contributions and volunteer efforts from local organizations and residents, including Golden Krust Caribbean Bakery and Grill, which sponsored the food; Harvest Baptiste Church, which provided beverages; and community media and creatives who captured the evening through photography and videography.

President Serrano-O’Neil also recognized the United Foundation of Central Florida, the Future Leaders United After-School Enrichment and Mentoring Program, and community volunteers whose behind-the-scenes work ensured the event’s success.

Introducing the P.A.C.E. Administration

Central to the new administration is the launch of the P.A.C.E. framework, which will guide the Council’s work throughout 2026 and beyond. P.A.C.E. stands for Participation, Accessibility, Collaboration, and Excellence, and serves as both a philosophy and an action-oriented roadmap for governance.

Under this framework, the Council will focus on modernizing civic participation through digital transparency, expanding youth and emerging leader engagement, accelerating progress on infrastructure, transportation, and safety priorities, and strengthening accountability through measurable outcomes and public reporting.

Key initiatives include the creation of a PHCC Digital Hub for accessible records and updates, the establishment of a Youth and Emerging Leaders pipeline, formalized collaboration with county partners on infrastructure and safety investments, and the launch of a quarterly “Clean, Safe, and Prosperous Scorecard” to track community progress.

Looking Ahead

As Pine Hills enters 2026, the Pine Hills Community Council does so with renewed energy, a clear vision, and a strong call to action. Residents, businesses, nonprofits, faith-based organizations, and public agencies are invited to take part in shaping the future of the community through membership, committee service, sponsorship, and partnership.
